He said the ban, which will make Scotland the first part of the UK to outlaw smoking in enclosed public places from March 26, would improve Scotland's productivity and cut smoking-related diseases.
"Stopping smoking is the single biggest step anyone can take to improving their health and it's not just the right decision for the smoker, but one that will benefit their friends and family," he said.
Although residential accommodation will be exempt from the ban on humanitarian grounds, the Scottish Executive will shortly issue guidance to the NHS, local authorities and care service providers on the development of smoke-free policies for staff.
Mr Kerr added: "It will include advice on domiciliary visits and outline a number of actions which can be taken to prevent or minimise staff exposure to second-hand smoke in these circumstances."
